No.

It's designed to be used with the radar and the FCS of F-14.

It's expensive and uses old techonlogy.

It's range would be poor.

And most of all: Why?

And most of all: Why?
1.Because is has a range of 100 miles in the air
2. becasue you could probalby upgrade the design with modern avionics
3.its would be a kill sam IMO

When launched from surface the range of of Pheonix would probably be some 15 nautical miles. It weights some 1000 lbs with 135 lbs warhead and active guidance system. For comparison the 9M28M1 missile of SA-11 weights some 1450 lbs with 155 lbs warhead and semi-active guidance system and has range of 16 nautical miles.

Why would th Pheonix be better than SM-2 or Patriot? Or even ESSM?

I suggest you find some good books about rocketry and aerodynamics.

Perhaps a better question than would a Pheonix make a good SAM - would a Hawk make a good AAM?

Iran is now using Hawks on their F14's.
