What would be the best way of improveing input from enlisted men and junior officers on procurement. It does seem that, that would be a good start toward improving equipment.

I'm not on any kind of service being 4-f. I do know enough from book learning(and common-sense) however to know that there often is a gap. I don't have anything specific in mind right now, but I do remember stories of trouble in
that area from the past and presume that that tendancy at least still causes trouble.

There has been a vast improvement, at elast in the Army, for getting the right things into the soldiers ahnds that they need.  The issues about armored HMMWVs and flak jackets were a matter of funding priorities as well as a single system for inventory.  Both of those issues have been fixed with new and improved logistics systems as well as increases in specific funding.
 
The services ar enot allowed to spend the funding they receive from Congress in any manner they want.  It comes to the services with a specific amount for a specific number of items.
 
Is it perfect?   No way but ti is working much better than five, heck, even three years ago. 
 
Now that is the Army...not sure about the others.
