&&04;ts  clear  that ATK  has  a problem chemical formula  of  fuel  but  the  goverment  has  a problem  with  the  mentality not  the  support national  company over   the  issue defence  industry.
 The  money  spend for  national  company  is technically  income  transfer from distribution  of  national wealth but the  money spend  for  overseas  you  have   to  cover  with export  of  goods  or  service .
Goverment has to be   insist  work  with  national  companies .
By  the  way its  also  the reason  to think  to  return  to space  shuttle  program.
