Typical dumb ass article.  Never tie it into reality, just dump a tiny fact out without taking the last half step to make it actually a decent article worth reading.  This is no different than all across Europe/USA, it is only due to Arab immigrants in Eupropes case, and Latin immigrants in the USA's case that their populations have either no growth or some.  Japan/China, while they don't have the immigration, certainly do have the elderly population problem along with little to no replacement briths.  The largest birth growth is in the Muslim dominant regions of the world.  This spells major additional problems for the future.

One  of  the  reason  Russia  has  impediment  to be  super  power ; KL&&04;K   &&04;N THE  KREML&&04;N  has  a problem  control  over  the  country .Thas  why  russia  so cheap   to  negtiations.

I'm totally missing your point.  You're saying that everybody's population is declining but if not for immigration (in certain countries).  Granted.  But how does the article contradict that?  
 
For a long time after the collapse of the Soviet Union, Russia's fertility rate dropped significantly--at its worst, all the way down to one child per female.  Since bottoming out it has slowly increased and (at least before the global recession) had made its way back to around 1.5.  This 1.5 number is fairly consistent with other European fertility rates.  And yes, immigration is propping up the populations (as well as the fertility rates), but the author was making no claims about other countries' demographic numbers.  
 
He did mention other factors that exacerbated the low replacement levels, making a bad situation worse.  But--once again--what's your point?
 
By the way, fertility rates in the muslim world are also plummeting.  They're currently somewhere less than three children per female--and dropping fast.

The article is overly optimistic. It would be nice of the Russians to quietly go extinct, but it is not going to happen in our lifetimes. While the demographic decline of the Enemy (yes, capital E) could be perceived as good news, it is also likely to encourage internal instability, with local economies crumbling, and also aggression towards neighboring countries: nothing is better for the morale of a despondant population than kicking some hated neighbor's butt.

Weather we like it or not, people are a resource.  Said resource likewise has demographics associated with it and teifr values, ethics.  We would all love a raceless world.  Unfortunetly this is not true.  It would be nice if we had eternal youth, but this is not the case.  An aging population cannot support a war effort for instance.  A population not obtaining engineering degrees = a population that will soon fall behind other nations building, designing products. 
 
For instance my uncle is a high school teacher.  Local students have the choice of which school they may attend.  Their high school has harder math, science, english classes than an adjacent school 5 miles away.  The high number of Mexican ethnicity students of the area routinetly leave their school and go to the easier school where even if they are using the exact same text book, the harder school will have covered twice as much material.  The students with farmer parents from a middle class background are far more likely to push their  sons/daughters to stay in the harder high school as it will better prepare them for college obtaining engineering, science, business degrees.  Why?  Many of these low income families are given so many freebie handouts they have no incentive to be forced to learn, obtain a job, as they know they will be babied their entire lives.  
 
This means that over time, if one creates a lazy, ignorant population, when war is joined against a foe with a population with far greater numbers of highly educated adults, you will lose as they will have the knowledge base to not only out produce you in manufacturing, but also develop new weapons, destroying you technologically.  Will the USA, get swamped by such an ignorant, lazy population today?  Probably not, give it a few more years of letting our nations children through the school system being ignorant as this is somehow considered "compassionate" to produce idiots for adults, then in a few more years, if war is demanded of us, this vast ignorant populace, will drown out those who can actually produce product and new products as their majority ignorance will determine the path of the nation and not those with education.  Contemplate what the riots in Paris meant and the % of their population who are Moslems and how quickly this demographic is growing and what this means to the culture values of France etc.
