It took years for Indian to come to terms with the rather benign USA presence in Diego Garcia. With the aggressive Chinese you can expect them to to use their clout in the region to try to stop or otherwise slow down to a crawl any such arrangements.
 
Having said this... the South China Sea is an almost inland sea compared to the Indian Ocean. For a presence in the latter I am not even sure that replenishment ships and anchorages are the only thing the Chinese lack. They need different ships.
