Has there been any research concerning the uses of an airbourne narcotic to blunt (no pun intended) a rebellious population?

don't know.. its possible. Bu somt of the populus may have a alergic reacton to the drug, etc. it wouldn't be perfect. Think end resulot of serenity movie.
