This version (Soyuz 2.1v) uses a new engine and digital guidance system. This launch was delayed several times by one problem or another.

Not only that the Soyuz is cheaper than any of the alternatives.

BULL.

Falcon X's rockets are cheaper than state subsidized Soyuz. Better too. The reason they aren't used is because the French won't buy AMERICAN, as the Americans froze out Ariane from the American market.

The Falcon-X is still in development, not available for sale even if they had wanted to use it.

At the moment production rates for low(er) cost launch vehicles are still too low to satisfy all the demands.

I've heard of SpaceX's rockets but I've never heard of Falcon X's rockets...

I stand somewhat corrected, the whole rocket family is referred to as FALCON X. The corporation is Space-X.

Does that make it clearer?

Yeah, the US is a great believer in free trade as long as you buy American. Remember the USAF KC-X contract.

No, Falcon-X is their next gen heavy lift program based around the RAPTOR engine development.

If you insist on make up an unofficial series name, how about Falcon-n or Falcon-x (little ‘x’). Falcon-X is taken.
