I'd put up 60 and leave the other half in a passive mode in case of 'accidents' and other forms of attrition. Use the same number of launches, but only declare half the payload per mission.

It is a GPS style network of atomic clock broadcasting satellites to triangulate position by differences in time signal.

IIRC primarily EU although I read that there is also non EU interest as well. Its primarily intended to be independent of US control and civilian controlled.

China has invested alot in return for some access to technology and participation in research. The party mouthpieces are already declaring that China will have it's own GPS style system in a few years.

No. Galileo is supposed to have better atomic clocks. Measured by some frequency in a Cesium-isotope. Better control of the time signal gives better position.
