Should the United States develop an Agency or Department devoted entirely to Information Warfare, in both an offensive and defensive capacity?

I think that area is already being covered by the various branches of the military and the different intelligence and law enforcement agencies. There may also be some legal problems here, at least as far as the domestic use of info. warfare is concerned.

Wel alrady have one NSA. And since it was formed out of a SigInt Army unit, it is already a pentagon offshoot. The NSA's focus and mandate would just have to change a little.
