Good luck with that. The Chinese being smarter have decided on regional constellations for military and piggyback off GPS for commercial (like everyone does for the Internet for communications). The EU system, Galileo, is in similar shape tech wise.
 
No money mostly and politics are the problems. And why bother when the Americans provide the free ride?

As the Russians found out very quickly in Georgia 2008, if America doenst want you to fight a war, your satnav doesn't work, your smart weapons dont hit jack shit (even if they're inertial guided weapons, point of start needs to be related to weapon by mother craft, if said mother has no gps, no smart weapons), your tanks ford the wrong rivers going the wrong direction. Not one single UAV will work, etc, etc.

If you want to be a bellicose state, you need your own satnav system. That parts self evident. 
Building that network without US assistance? Lets just say that the US still accounts for over 50% of all space based assets. Going your own isn't that easy. I didn't know GLONASS was up. Last i read about it they were struggling to replace 5 satellites lost on launch a few years back...
