My wife went to university with an Iranian who spoke of the "kindly Christian winesellers" of his native land, to whom a lovelorn or otherwise depressed Moslem man could resort. Of course, this was under the Shah, but it was still a long and proud part of the local culture.

Firstly,
Muslims consuming alcohol is a great thing. Points to a more secular society, which can only be a good thing.
Where the article sounds askew is the excuse given that a lot of these countries import large amounts of foreign workers is likely the reason for the high consumption of alcohol.
Even the most extreme examples of these deadbeat countries (sounds nasty, but when the local populace refuses to do 90% of the menial work and simply 'buys' foreign labour to do it, its a shit hole headed for disaster) dont have more than 25% of their population as foreign labour. Therefore, at the numbers quoted of alcohol consumed per capita, these tiny amounts of people must be consuming a prodigious amount of alcohol in order for the per capita to be as high as it is. Even if its evenly spread amongst the populace, its still a rather high set of figures.

I flew with the personal pilot of Ibn Saoud, after which Saudia was named.
He said that he died of cirrhosis of the liver as he was an extreme alcoholic.
Flying the disgusting drunken lump of lard was a nightmare...as he would wedge his vast gut in the keyhole shaped cockpit door of his De Havilland Heron** and fall asleep there, defecating, urinating and vomiting on himself.
The poor crew had to open the cockpit windows and fly with their head outside for not choking on the arab king's stink. The Heron being kind of slow made it possible to survive that way.
Remember that this was the hypocritical bum that had uncounted thousands of arabs decapitated for having been caught with a bottle of booze. But what can you expect from an "aristocracy" of inbred(they marry their sisters to keep the money in the family) degenerates.
**It was a gift of the Brits to the Arabs, before all this oil was found, in the Lawrence of Arabia policy of countering the German friendly Turks.

Is the 14.7 liters of alcohol for Tunisians (oil workers there?) a normalized figure? Is the 14.7 liter figure the equivalent in pure alcohol of the alcohol in the various adult beverages consumed in Tunisia?

This doesn't surprise me at all. Vice is vice the world over. And we know that outward religiosity and inward spirituality are quite distinct from each other.
Islam is about outward religiosity since Islam's appeal is exclusively to the flesh.
