Interesting. This is the *exact* description how Libyan and Syrian students behaved back in 80's in former Yugoslavia. Yugoslavia was among the founders of Nonaligned Movement, and, as such, hosted Third World students at its universities. The incidents were covered up because of politics and because Yugoslavia was a communist country. However, local people often responded 'unofficially' by beating those students up for their misbehaving.
 
Students from other parts of Africa and Asia behaved correctly, most of the time.

Interesting. We would have shipped them back to Libya until our current regime came into power. Now with the current American regime we can't expect anything different from what the British did.

Britain Says Will Send More Army Trainers To Iraq To Help Fight
