Unless things have changed, the US policy is that Claymores used exclusively in command detonated mode are not landmines as defined by the Ottawa Convention.

I live in the country which is plagued by remaining mine fields. War has ended almost 20 years ago, people and livestock are still getting killed. Mine sweeping effort costs billions. The problem would have been several orders of magnitude smaller if devices like Claymore were used, because they are not buried underground.
 
Small AP mine in non-metal casing is hard to find. Even the person who buried it properly would have had difficult time finding it after 15 minutes. Most 'popular' mine was called 'pate tin can', which describes its size and shape, except they had almost no metal parts.

The treaty covers only anti-personnel mines. It does not address mixed mines, anti-handling devices (booby-traps) and other "static" explosive devices. , anti-tank mines, remote controlled claymore mines
 
The loophole is so big the US could drive a tank through it. So as long as it is classified as an anti-handling device or booby trap or a mixed mine you can BURY the thing and produce the very problem that Trenchsol correctly points out is the reason for the Ottawa convention.
 
A meaningless exercise in other words.
