The Brits aren't the only ones facing this problem. In the US there are large numbers of 'ghosts' in the system as well. Guard units who are classified as Enhanced Brigades must meet certain manning requirements in order to continue to recieve the increased funding that comes with Enhanced status. This (and other factors) leads to units keeping members on the books even though these ghosts have not appeared at the unit for months or years, and many have already been unofficially cleared by supply.

This situation then creates many other problems, as you can't promote into a slot that is being filled by a ghost, for example. Then you have a retention issue because soldiers can't advance as rapidly, and the retention problem means you have to be willing to keep more ghosts on the books to off-set the numbers who are leaving because they can't advance.
