Russian S-300 announcement came couple of days after EU announced that it might lift embargo on selling weapons to rebels. The embargo is a farce, because Russia is shipping weapons to regime all the time.

Syria is different  than Iran.
First  of all Esad Rejime  is  not  freak  as  Mullah regime
Plus  Iran  can  be  considered  of  neigbor  of Russia.
More than  this  Kremlin  needs  proxy  as  Esad  show her  power

News of Russia sending S-300 to Syria came out after Israeli airstrike, it originally had no relation to the EU embargo whatsoever. I don't know what picture is being painted in Western media, but in Russian media (and forums - actually, rumors on forums appeared before actual information in media) it was strictly tied to Israeli airstrike. That move by IAF was a nice political gift to Russia and Syria.. As for commentary of Shoygu (Russian minister of defence) about EU lifting embargo, he (also) meant other weapon types that were not being shipped to Syria, before.

What happened to surface to surface ballistic missiles, stored in warehouses, and a nuclear reactor, can happen to SAMs, all too easily. Syria is a criminal state in the same grouping as North Korea.
