But Chinese  and Ýndian Military  spending  are  not   on the  same  page  with US military  spending.Because defence  contractor  also  part  of the  US economy whic  support economic activity; hire  scienties ,labor etc., create  added  value   and drive  tecnological  development  in the  country.
For  Chineese  and  Ýndian just  funnel  their  economic growth  to Russia...

I thought China was an expert at stealing Russian technology and then developing the production capacity domestically...

China tries to reverse engineer the Soviet/Russian technology, but has not been very fast in doing that.  Jet engine and advanced avionics tech is still just outside their grasp

China is probably going to use it's Navy to start a little war against those terrible aggressors in the Philippines for "stealing" their land (sarcasm).
But since most of the oil headed for Japan/Korea goes through the West Philippine Sea, a Chinese takeover of that area could let them block the route, since the alternative is a longer voyage to the east...
But how much of this is due to fear that if the US Navy pulls back from protecting the sea routes, the pirates, especially those in SE Asia, will again prey on their shippping? Isn't Singapore involved in this already?
If Europe continues to implode, could we see a resurgence of Islamic piracy in the Mediterranean? 
Right now the "high value targets" are not the cargo but the ransom of the crew... could that change?
