That item was only meant to cover current UXO adventures. Yes, the heavily fought over islands in the Pacific received an enormous tonnage of munitions, although it's in areas where there's always a lot of construction (like Europe) where you find more of the stuff.

In fact, the French have so much stuff lying around from all the wars fought there,that they have an organization whose sole purpose is UXO disposal.
