Unit integrity is not an issue with the NG. The NG Bureau fills units that are deploying overseas with volunteers from all over the country to meet required unit strength levels. The biggest personel nondeployment factor for the NG and Army Reserve is the high dental exam failure rate. This was a major factor in 91 and it will be in 02/03 callup as well. The military does not provide preventive health care to non active duty Reservists. The required every 4 year physical is used as a disqualifier from service if a health issue is found during a NG/Reservist medical exam. During Iraq War I, some Reservists were allowed to stay on active duty if their dental/medical problems could be corrected within 6 months.
