...will have any effect whatsoever on this or any other such situation in these failed states precisely how?

It ain't the firearms, folks.  It's the people trying to cope with government thuggery and the simultaneous failure of those government thugs to protect the individual human being's rights to his own life, his liberty, and his property.

It’s the tribal politics that is the problem. Most governments in those areas consist of only 1 tribe, or one extended family within the tribe, and everyone else is seen as subjects to be looted. Every tribe, family, and religious group wants to be on the top, and sees it as their right. The guns just make it possible for smaller and weaker groups to successfully compete.

Me and my family against my clan
Me and my brother against my family

The solution is to impose the rule-of-law, but all the groups will see this as a loss of their ‘right to rule’ and oppose it. It takes a long campaign by a enlightened and powerful ruler intent on destroying his power to make the transition, or a lot of luck and a series of extremely bloody revolutions to succeed.
