I am not sure about the rest of the Arab world, but in Saudi Arabia almost everyone who works is employed at government or related job. Private enterprises are not very common.
 
Most of European countries have overgrown state apparatus, as well. It is not nearly like Saudi Arabia, of course.

Of those 10, 8 are “Peace” Prizes, and should therefore be discounted. Further, the 1979 prize in Physics was to Abdus Salam, who is an Ahmadis, and therefore not a Muslim (at least according to the Muslims).
 
That leaves just the 1999 winner in Chemistry Ahmed Zewail.
