If Taiwan is truly determined to NOT knuckle under and eventually be absorbed by the mainland, it would seem that nukes HAVE to be under consideration.  Does anyone doubt their ability to build them if they feel they have no other acceptable option?
 
Under De Gaulle,  France opted for their own nuclear weapons, feeling it wasn't necessary to be able to defeat the Russian bear to deter him;  that having the the ability to "tear an arm off" should suffice.
