Sure the Indians smoked cigarettes.  They didn't have paper to roll them in, so they stuffed reedgrass stems with shredded tobacco.  Archaeologists find these by the hundred in prehistoric gravesites in arid regions.

Better tobacco than goofballs, hashish, and weed. Been there, and saw the results. The troops will do what they will do. So accommodate with something that meets them halfway. No bunch of commie hippies in charge (the current 60's, 70's, and 80's dope smoking burnouts) are going to tofu the military.

it is interesting that drugs can be an ally of the soldier in combat. being a hippie myself and having gone through a lot
of drugs, many instigated by the military (LSD), i can and have commiserated with my friends who are soldiers who
have resorted to all sorts of relief. ptsd is not a sole proprietary realm of the military.
 
given what we know about drugs now, i see the military once again trying to concoct some "innocuous" drug regimen for combat in the near future, and would not be surprised if they are already doing that. who knows, maybe they will find something that actually works without long lasting downsides.
 
i sure enjoyed the acid they made. :)
 
and.. by the way... not all hippies were or are against the military. some of us did and do respect and support.  and some of us have sons and daughters just back from afganastan. your put down of hippies is a raunchy type of bigotry and not worthy of the service of my son.

I don't KNOW you, so you could be correct for yourself; BUT only for yourself. The expression that "all physics is local" does not mean that all physics actions are local, just the OBSERVERS of the same. I have observed the 'commie hippie dope smoking class set' across a variety of times and places in specific examples, at least enough of them to reach a general conclusion of predictable behavior and attitude expected of the class set as a group. You could be the data outlier of that general curve, you know?

A couple comments:
 
1) The Army needs to maintain a zero tolerance for drugs - with Kefler, that's a bad combo.
 
2) The smoking ban is ludicrous... Of all the hazardous materials involved in training and actual warfare.. heck.. the contents of a freaking MRE..  a cigarette is probably the least unhealthy thing some troops do all day..   (That, from someone that never touched the things..)
