You mentioned the solution in the article:  This would entirely be solved if they let Sergeants do it.
 
It's elitism pure and simple.
 
So the title should be "Air Force trying to protects its perquisites, harming National Security."

Once again, we have the Chair Force's own "leadership" screwing up in the UAV department and the reason (once again) is simply arrogance.
 
The Chair Force had so little faith in UAV's that they allowed the army to buy fixed-wing UAV's in quantity during the Iraq and Afghan campaigns, only to discover (to their chagrin) that they performed very well.  So what was the Chair Forces solution?  To make a grand stand play to gain control of ALL of the UAV's, long after they let the pony out of the barn. 
 
That effort failed miserably (the term "crashed and burned" comes to mind).
 
So now, the arrogance of the Chair Force's "leadership" is hosing the service branch once again, by demanding an absurd level of training for UAV operators far beyond what is necessary.   Never mind that the very pilots they supposedly want to keep, and cost the US taxpayers millions of dollars each to train, are leaving the service to avoid doing a job they don't want - when the NCO's are eager to do that job. 
 
The solution is in hand;  the tragic they are once again making is costing the US taxpayers tons of money;  they are losing the best and most experienced pilots they have;  cannot articulate a justification for their reasoning or their actions;  and, should therefore either changes their minds or be REMOVED for the good of the service (and nation).

Time to force a solution:
1.  Have the Army create a list of the Air Force drones types in the order they would like to gain control.
 
2.  Have Congress, in consultation with the Air Force and Army set performance standards for mission types time in the air, not including training flights, for the drone fleet as a whole.
 
3.  When the Air Force can't satisfy condition 2, they start losing drone types to the Army, in the order the Army requested, until they can.  Given their demand to control anything that flies this prospect may force the issue of NCO pilots in the Air Force.
