Cmdr. Timothy M. Cooper salutes his side boys as he arrives to relieve Cmdr. William A. Bullard, III as commanding officer of USS Constitution. Cooper transferred from the position of Director of the Distributed Training Center Atlantic before assuming command of Old Ironsides as the ship's 71st commanding officer. Bullard's follow-on command is a temporary assignment as a student at the Naval War College.
