The US Congress will either overturn the USAF tanker in its entirely or they will force the USAF to split the award between Northrop and Boeing.
Due to presidential year politics, and other considerations, the US Congress will require the USAF to re-bid the KC-X program or will award Boeing a share of it based on national security and job creation.
