Finland has decided to perform its battery of "suitability tests" on draftees before they enter the military, rather than the current system of drafting people and then conducting the tests. The tests take several weeks, and six percent of draftees fail. Currently, money and time are wasted training troops who will be ejected within a few weeks and never perform any useful service.--Stephen V Cole
