In many ways not as satisfactory at the preceeding volume in the series, Beating Plowshares into Swords (1996), Mobilizing for Modern War glosses over the important experience of 1898, to concentrate on the creation of the administrative apparatus that was established to oversee the nationís mobilization for World War I. The work delves perhaps too deeply into the creation of the "military-industrial complex," so that treatment of the experience, problems, and failure of American industrial mobilization for the Great War is neglected.
