There's another delay in sending peacekeepers to Somalia. Sudan, which was to contribute a major portion of the force, believes Somalia is not yet ready to receive peacekeepers. Put another way, not enough Somali warlords have agreed to accept peacekeepers without a fight. The major dispute in Somalia now is over whether the new national government should set up in Mogadishu (the traditional capital), or the southwestern town of Baidoa. Some warlords want to settle this dispute with force.
