Marines from the headquarters of the 2nd Marine Division are going to Djibouti to from the headquarters of Task Force Horn of Africa (TF HoA?). There are currently 400 marines in Djibouti, 800 from army Special Forces and an undisclosed number from the CIA. More troops and equipment are on the way. This force conducts anti-terrorism operations in Djibouti, Somalia, Yemen and other nations in the region (Kenya, Sudan, Etc.) Djibouti is a former French colony with a small population (less than a million people.) France has always maintained a military garrison there, and basically protects the current government from internal and external foes. While most Djiboutis closely related to Somalis, there are also a lot of Arabs and other Africans. While France opposes a U.S. attack on Iraq, there is a willingness to work together against Islamic radicalism (which is a problem inside France.)
