The US CIA reported that, by 2015, China should have at least 100 ICBMs capable of reaching most of North America. Many of these Chinese missiles will be on mobile launchers (making them more difficult to knock out before launch, which would be an option during a period of political tension.) China currently has 20 silo based ICBMs that can reach North America. The Chinese ICBM research and development  program has long put  more money into research than into actually building missiles, which has made it possible to obtain a faster increase in missile quality by not paying for a lot of missiles that would quickly be obsolete.
