President Clinton plans to give Australia and Britain the same status as Canada under the International Traffic and Arms Regulations, exempting them from most export restrictions on weapons. The State Department has objected, noting that Canada has failed to properly enforce its own export bans, allowing tons of US equipment to flow to China and other proscribed customers.--Stephen V Cole
