According to John Millis, staff director of the House Permanent Select Committee on Intelligence, the three worst directors that the CIA ever had were John Deutch, John Deutch, and John Deutch. Not only did former director Deutch carry home classified files and leave them on an unsecured computer, but Deutch shut down many human intelligence programs and failed to recruit foreigners to spy for the US, relying on technical means which have proven to be less than fully effective.--Stephen V Cole
