The CIA asserts that Iraq has rebuilt several of it's missile factories and could, with foreign assistance (from, say, China or North Korea) build an ICBM in the next ten years. Iran is also working on an ICBM and North Korea could, if it continued its missile development work, have an ICBM in a few years. However, the North Korean ICBM could only carry a small warhead with a chemical warhead. The missile would not be very accurate. But if aimed at a large urban area, like Los Angeles, it would cause many deaths.
