 Palestinian factions have agreed to halt suicide bomb attacks against Israeli civilians, but not against Israeli soldiers and settlers. This would be popular in Europe, a key source of Palestinian financial support. The Europeans would tolerate, or even encourage, attacks on Israeli soldiers and settlers, but attacks inside Israel, against civilians, is harder to rationalize. However, the Israeli government refused to consider that kind of deal.
